Investigation Into Abuse of Children at Sununu Youth Services Center

We have raised serious concerns regarding ongoing allegations of abuse and neglect at SYSC, including the improper use of prone restraint, seclusion, medical neglect, and the apparent authorization of illegal restraint practices.


Investigation Timeline

April 3, 2026: Formal Investigation Begins

  • We opened a formal investigation after determining there was probable cause to believe that abuse or neglect occurred at SYSC.

April 10, 2026: First letter sent to Governor Ayotte

  • We notified Governor Ayotte,  Commissioner Lori Weaver and the NH Attorney General’s Office of our continuing concerns for the health and safety of children at SYSC.

April 17, 2026: Second letter sent to Governor Ayotte

May 8, 2026: We receive letter from Director Noonan

  • Letter suggests that our advocacy on behalf of children at SYSC, and our efforts to inform these children of their rights, has caused “real and negative impacts” within SYSC.
  • Letter reflects a concerning unwillingness within State leadership to meaningfully engage with issues that have now been repeatedly corroborated by staff and children at SYSC as well as multiple independent entities.

May 19, 2026: We respond to letter from Director Noonan

  • We responded to Marie Noonan’s May 8th letter stating that we continue to hope that DHHS will implement active, trauma-informed practices.

July 1, 2026: Third letter sent to Governor Ayotte and Commissioner Weaver with concerns about unsafe conditions at SYSC
